Real Estate Appraisal Reviewer II/Enviro Reviewer II Citizens Bank
Responsibilities: The key responsibility of the Real Estate Appraisal Reviewer II/Enviro Reviewer II is to manage risks associated with the real estate appraisal/evaluation and environmental site assessment processes for a given geographic market and/or assigned lending groups. Such management includes adhering to internal policies and procedures, while ensuring regulatory compliance and appraisal and environmental industry requirements for assignments. Some of the appraisal responsibilities may include scoping of appraisal/evaluation assignments, selection of appraisal/evaluation vendors, review of appraisal/evaluation reports, managing vendor relationships, and drafting of review memoranda summarizing comments on the quality of appraisal/evaluation reports and opining to value conclusions. Environmental responsibilities may include the technical review and analysis of real estate due diligence Environmental Site Assessments (e.g. Transaction Screens, Phase I ESAs, Subsurface Investigations, Indoor Air Quality Reports, Risk Assessments, Remedial Reports, Asbestos Surveys, Lead-Based Paint Surveys, Underground Storage Tank Closures) with the ability to identify environmental risks and quantify the associated remediation costs. This process may also involve coordinating environmental consultants to conduct environmental due diligence for real estate transactions; review and analysis of the ESAs, and formulation of written memoranda summarizing the environmental issues and provide recommendations to mitigate risk.
The candidate must be self-motivated and disciplined, with the ability to work autonomously with limited direct supervision. The job requires excellent written and verbal communication skills, as well as a thorough understanding of USPAP and FIRREA requirements.
Qualifications
* Bachelor's Degree or Greater
* Certified General Real Estate Appraiser or equivalent
* Minimum 3 years experience as a bank staff appraisal reviewer or diversified fee appraisal experience
* Environmental consulting experience with an emphasis on Phase I ESAs, Phase II Subsurface Investigations, UST removals, compliance audits, asbestos surveys, and remedial projects with the ability to quantify remediation costs
* Professional registration or State environmental licensing (e.g. LSP, LEP, ACM inspector, LBP inspector, LEED-AP) is desired
* Knowledge of federal FEMA flood zone regulations
* Thorough knowledge of real estate appraisal and valuations techniques as well as local, regional and national real estate market understanding
* Proficiency with personal computers as well as pertinent software packages, particularly discounted cash flow software and related industry applications
Hours and Work Schedule (Flexible)
Hours per Week: 40
Work Schedule: Monday-Friday 8:00AM-5:00PM

He has managed a medium sized appraisal firm for many years, plus simultaneously managed several multiple tenant commercial properties and acted as a building contractor.  Appraisal experience is quite diverse over 30+ years and includes hundreds of commercial properties-some very large and other smaller, large developments, service stations, many types of agricultural & rural properties, hundreds of eminent domain cases/trials, government reviewing, teaching RE classes, acting as a real estate special magistrate, valuation of TDR’s, and many other properties throughout Florida and other states. I am recent licensed Real Estate Appraisal Trainee with interest in all aspects of real estate appraisal. I have recently retired as a municipal planner and have extensive practice in the related areas of community development, zoning and subdivision control, economic development, demographics, historic preservation, conservation regulations, green communities, mixed use projects, and housing. My thirty-eight years of experience has included supervision of clerical staff, civil engineers, planners, landscape architects, and college interns. I have monitored over seventy subdivisions and multi-family complexes for code compliance and have completed a number of peer reviews for private real estate developments.  Besides my credentials as a Certified Planner, I have advanced certificates in planning and have studied geographic information systems. In addition, I have also completed over 70% of the educational training for a State Licensed Appraiser designation.
